HSNO Regulations

The HSNO Commencement Order and 13 Regulations were notified in the Gazette on the 31 May 2001, and can be purchased from Government Bookshops (email orders to bgb@whitcoulls.co.nz).

Copies will not be available from ERMA NZ.

The Regulations will apply to approved applications for new substances. Those substances existing in New Zealand prior to 2 July will continue to have the current controls enforced by the current agencies (for example, Ministry of Agriculture and Fisheries, Department of Labour, Ministry of Health) until the substance is transferred into the HSNO regime and HSNO controls assigned to it.

The 13 Regulations are as follows:

  • Hazardous Substances (Classes 1 to 5 Controls) Regulations 2001
  • Hazardous Substances (Classes 6, 8 and 9 Controls) Regulations 2001
  • Hazardous Substances (Exempt Laboratories) Regulations 2001
  • Hazardous Substances (Packaging) Regulations 2001
  • Hazardous Substances (Identification) Regulations 2001
  • Hazardous Substances (Disposal) Regulations 2001
  • Hazardous Substances (Emergency Management) Regulations 2001
  • Hazardous Substances (Tracking) Regulations 2001
  • Hazardous Substances (Personnel Qualifications) Regulations 2001
  • Hazardous Substances (Fireworks) Regulations 2001
  • Hazardous Substances (Forms and Information) Regulations 2001
