Applications may be submitted, to ERMA New Zealand, to develop an organism that is not genetically modified in containment. The type of application form used will depend on the type of development to be used.
The HSNO Act 1996 definition of "develop" includes:
- Fermentation of a micro-organism that is a new organism
- Regeneration of a new organism from biological material of the organism that cannot, without human intervention, be used to reproduce the organism
- Genetic modification of an organism
