ERMA New Zealand completes hydrogen cyanamide reassessment

ERMA New Zealand has released its decision on the reassessment of hydrogen cyanamide, a plant growth regulator used on apples and kiwifruit.

The reassessment application was the first hazardous substance reassessment undertaken by ERMA New Zealand. It re-examined the approval to import and manufacture soluble concentrates containing hydrogen cyanamide to ensure existing controls were adequate to address potential risks.

The application attracted 899 written public and industry submissions, and included a hearing convened by a four-member ERMA New Zealand Authority committee in Mt Maunganui on 22 June this year.

ERMA New Zealand Chief Executive, Rob Forlong, said the Committee found that overall controls already placed on the use of hydrogen cyanamide were satisfactory, although a few minor technical changes were needed. The final decision took into account work the industry had put into developing alternative sprays and equipment to help reduce the risk of spray drift.

"However, the Committee expressed concern that some people were not aware of notification requirements on sprayers, and did not know what action to take if they believed spray drift had occurred," Mr Forlong said.

ERMA New Zealand will work with industry representatives to promote compliance with notification controls, and also provide information on where the public could go with spray drift concerns.

"Incidents involving Hydrogen Cyanamide will be monitored over the next five years and at that time, or earlier if need be, we will review our decision to ensure any risks to the environment and public safety have been adequately addressed," Mr Forlong said.
