Lay summary of the amendment

In 1999 the Forest Research Institute (now trading as Scion) gained two Approvals to field test at Rotorua:

  • Pinus radiata (Pine) plants with genetic modifications in genes controlling reproductive development over 20 years (GMF99001); and
  • Pinus radiata and Picea abies (Pine and Spruce) plants genetically engineered for herbicide resistance over 10 years (GMF99005).

These Approvals have now been amended to allow for disposal on the field test site of genetically modified trees and/or biological material derived from genetically modified trees no longer required, instead of being taken to another site for disposal. The control also allows for material to be disposed of by incineration, composting, autoclaving or another scientifically validated method.


Each time an application to amend an Approval is received, the Authority must determine whether the amendment is to correct a minor or technical error or will be minor in effect. For an amendment to be considered minor in effect, the proposed amendment must not affect the residual level of risk associated with the Approval, to a degree that any reasonable person would regard as significant or noticeable.

The Approvals have had previous amendments to:

  • establish an on-going-liaison committee with representatives of local iwi to enable them to monitor the implementation and progress of the field test and to provide a forum for the exchange of information on the science of genetic modification;
  • standardise and update some of the controls regarding containment standards and inspection of containment facilities.
