Transfer documentation for the substances that have been transferred to the HSNO Act is provided below. The legal mechanism for transfer was by regulation for explosives or in the case of all other substances, by notice in the New Zealand Gazette. Many of these notices have been amended, in which case, these amendments are also provided. The most recent amendments came into force on July 1 2006.
For the classifications and controls that relate to each substance please refer to the listings on the Hazardous Substances Register.

Transfer technical documentation
In order to assess, assign classifications and controls, review, seek feedback and transfer each substance, the following documents were prepared during the transfer process. Each substance group to be transferred has the following suite of documents:
- Consultation document: a report containing proposed classifications controls for substances, distributed to industry and interested parties for comment.
- Transfer Report: a report prepared after consultation containing final classifications and controls for the ERMA Authority to approve the substances for transfer.
- Transfer Report Amendment paper (if necessary): report to the ERMA Authority detailing amendments to classifications and controls original stipulated in the Transfer Report
- Authority Decision: the documented formal sign-off and approval for transfer by the ERMA Authority.
- Authority Decision Amendment (if necessary): the documented formal sign-off and approval of the amended classifications and controls
Technical documentation for substances that have already been transferred have been archived and can be provided for reference purposes only as some of the information is out of date. To obtain copies of archived documents, please email us (transfer@ermanz.govt.nz) and specify the name of the substance group and which document you require e.g. transfer report for that substance group or Authority decision document for that group.
