Hazards not included in Group Standards

Individually transferred Notified Toxic Substance (NOTS)

In establishing the group standards framework, ERMA New Zealand determined that certain hazardous properties should not be included within the scope of a group standard. This was due to the small number of substances with these properties and the highly hazardous nature of substances with these classifications.

The development of group standards for a small number of substances was (and is) not efficient and broadening the scope of other group standards to capture these highly hazardous substances is contrary to the principles of risk reduction.

Therefore substances with the following HSNO classifications were not included in the suite of group standards

  • 3.1A (extremely flammable liquids);
  • all class 3.2 (liquid desensitised explosives)
  • all class 4.1.2 (self reactive substances), and 4.1.3 (desensitised explosive)
  • 4.2A (pyrophoric substances);
  • 4.3A (release flammable gas on contact with water);
  • 5.1.1A, 5.1.2A, 5.2A (extremely oxidising substances);
  • 6.1A (acutely toxic);
  • 8.2A (highly corrosive);

Some hazard combinations were also not covered by the group standards.

A small number of notified products were identified as requiring individual transfer due to their highly hazardous nature or hazard combination.
