The need for test certificates will be included, where appropriate, in controls on hazardous substances set by the Authority. These test certificates will verify that required specifications have been met and will be issued by authorised test certifiers who have appropriate expertise.
The controls set by the Authority will be generated from the relevant HSNO regulations. See extracts of the regulations setting out test certificate requirements [pdf - 495 kb].
The specific test certificate requirements for the substances that you handle are set out in the transfer regulations for those substances.
The regulations will also include requirements that certain hazardous substances be under the control of an 'approved handler' through various phases in their lifecycles. See extracts of the regulations setting out approved handler requirements [pdf - 550 kb].
The Authority must approve test certifiers and ERMA New Zealand will maintain a register of approved test certifiers. The role of the enforcement agency in such instances is to check that appropriate and up-to-date test certificates are held by the user. Test Certifier Training Providers and Assessors
Applicants seeking approval as a test certifier need to be able to demonstrate competence in a range of matters, including the regulatory framework of the HSNO Act as it applies to the substances they will deal with. See User Guide to becoming a Test Certifier.
One means of demonstrating such competence is to supply a written record from a person who has trained or assessed the applicant.
The New Zealand Institute of Hazardous Substance Management (Inc) maintain lists of hazardous substance advisors and trainers.
